    Our Zoom Meeting with Senator Jon Tester’s Staff Concerning UAP/UFOs

    On September 21, 2023 Capt. Robert Salas, Dr. Joan Bird, Dr. Michael Masters and myself, Dr. Richard O’Connor, engaged in a 40-minute-long Zoom meeting with 3 members of Senator Tester’s staff concerning the subject of UAP vs. nuclear weapons. Below is the document we sent to Senator Tester’s staff prior to that meeting.

    Constituents’ Recommendations for Senator Tester Concerning UAP/UFOs

    Zoom meeting on 09/21/2023 at 14:00 MST

    Premise: Our civilization is experiencing a dawning realization that some UAP/UFOs represent “technosignatures” of one or more intelligent and technologically advanced species previously unknown to us. Their measured approach to our nation, indeed to our global civilization over the past 8 decades has, so far as we are informed, been peaceful. “So far as we are informed” speaks to the fact that much, if not most, of the information concerning their approach to our civilization has, for many decades, been unduly classified due to “national security” concerns and thereby rendered completely unavailable to American citizens as well as to most of our elected representatives in Congress.   

    Our government is presently involved in an unprecedented internal struggle that will determine which branch of our government will continue to manage our nation’s response to these UAP/UFOs and, soon, which will primarily orchestrate mankind’s evolving diplomatic relationship with one or more sentient but other-than-present-day-human species responsible for these UAP/UFOs. (Below, for the sake of simplicity, they will be referred to as extraterrestrials, or “ETs”.) It is now apparent that this responsibility must, for the present and pending further action by the United Nations, transition from the Executive Branch where it has exclusively resided, to a responsibility that is fully shared with the Legislative Branch of our government. It must be the elected representatives of the American people who will, in consultation with experts from a wide variety of disciplines, make informed decisions concerning how our nation will respond to the peaceful overtures of these sentient ET beings. Over many decades and for important reasons they have been insinuating themselves into our consensus reality. Today, there can be no doubt that they exist, and they are here interacting with us.

    Maintaining critical trust in our government among its citizens mandates that this delicate transition toward information sharing and in governing authority must be accompanied by complete transparency and Disclosure of the known facts surrounding UAP/UFOs and, more importantly, the sentient ET beings behind them, to the American people. Congress, and particularly our Senator Jon Tester, have an immensely important role to play in this. The time for Senator Tester to play that role has arrived.

    Capt. Robert Salas (ret.)

    UAP/UFOs vs. nuclear weapons firsthand witness and co-author of Faded Giant

    1. The primary goal of Capt. Salas is to obtain an official statement from the USAF affirming that UAP/UFOs (ETs) have disabled multiple US nuclear missiles (20) at distantly separated US nuclear weapons installations on separate occasions in Montana.
    2. Capt. Salas asks that Senator Tester publicly acknowledge, through a press release also posted to his website, his awareness of Capt. Salas’s credible, firsthand witness testimony stating that UAP/UFOs (ETs) have been active over and disabled multiple US nuclear weapons (20) at distantly separated US nuclear weapons installations on separate occasions in Montana.  
    3. Capt. Salas recommends that Senator Tester should propose legislation to specifically release UAP/UFO witnesses from Non-Disclosure Agreements (NDAs) so they can freely testify about their experiences with UAP/UFO incidents over nuclear weapons sites without fear of retribution.
    4. Capt. Salas requests that he be consulted about and involved in selecting credible UAP/UFO vs. nuclear weapons cases and (already identified) firsthand witnesses that will positively support Senator Tester in his statements affirming his awareness of past UAP/UFOs vs. nuclear weapons incidents in Montana.
    5. Capt. Salas directs Senator Tester’s and his staff’s attention to his website  https://spiralgalaxy.org/nukes-and-ufos for additional factual and detailed information about UAP/UFOs vs. nuclear weapons incidents that have occurred. There is more information, not included, available on request, about other similar incidents that have happened in Montana.     

    Dr. Joan Bird, Dr. Richard O’Connor, Dr. Michael Masters, and James Lough, Esq. support the recommendations of Capt. Salas without reservation.

    Dr. Joan Bird, PhD, Helena MT

    Senator Tester’s constituent and author of Montana UFOs and Extraterrestrials

    1. Dr. Bird recommends that Senator Tester invite Capt. Salas to address the Senate as Capt. Salas was the first witness who, in 1996, began to speak publicly about and specifically link the nuclear weapons shutdowns to the presence of UAP/UFOs. It is appropriate that Senator Tester do this, as some of these events happened in Montana in areas that are near to Senator Tester’s own backyard.
    2. Dr. Bird makes it known to Senator Tester that in her discussions with many civilian contactees who have had communications with ETs, the ETs have specifically expressed concerns about our development of nuclear weapons.
    3. Dr. Bird notes that UAP/UFOs are a global phenomenon, and, in one Italian case, there were over 200 people who interacted with a delegation of ET visitors. These visitors claimed responsibility for the nuclear shutdowns as a message to the people of Earth warning of the dangers of nuclear weapons.

     Dr. Richard O’Connor, M.D., Clancy, MT

    Senator Tester’s constituent and author of UFOs, Nuclear Weapons, and a New Age of Reason

    1. Dr. O’Connor recommends that Senator Tester vigorously support the passage of S.Amdt. 836 (The UAP Disclosure Act of 2023) to be included in S. 2226 (NDAA 2024). It is of major importance that this amendment be proposed and presented to the Senate for bipartisan passage.
    2. In the event S. Amdt. 836 is not proposed for a vote by the Senate, Dr. O’Connor recommends that Senator Tester submit new legislation calling for declassification of all Department of Defense, Intelligence Community, and Department of Energy records having to do with all known UAP/UFOs vs. nuclear weapons incidents, some of which have happened within the state of Montana that Senator Tester represents.
    3. Dr. O’Connor recommends that Senator Tester support the deposition of IC IG Thomas A. Monheim, under oath before Congress, as the next step toward determining the real existence of classified DoD, IC, and/or DoE Unacknowledged Special Access Programs (USAPs) tasked with reverse engineering recovered ET craft, materiel, and/or the study of recovered ET corporal remains (“biologics”) as alleged by US intel officer turned whistleblower David Grusch. A simple question, “Do you, Mr. Monheim, have knowledge of USAPs tasked with the study of or reverse engineering of recovered spacecraft, materiel, and/or physical ET beings of other-than-present-day-human (ET) origin?” Mr. Grusch’s serious and likely factual allegations must not be ignored and must be further explored by Congress.
    4. Dr. O’Connor recommends that any progress previously made toward reverse engineering the energy systems of ET craft (UAP/UFOs) that could be applied toward the global benefit of shifting our world’s energy structure away from carbon-based energy sources be immediately made known to the wider civilian scientific community. Mankind needs to discover a potent power/energy source to replace fossil fuels and thereby combat global climate change, and we need to find it now.

    For example, credible PhD scientists lacking complete (unclassified) data but using their best approximations have estimated a potential power output of a single (“Tic Tac”) UAP/UFO to be an astounding 1100 GW! That’s 1100 billion watts! The authors of the paper note that this exceeds the entire nuclear energy production of the US by more than a factor of 10.

    • Dr. O’Connor recommends that Senator Tester become an advocate in both word and action for full and transparent UFO Disclosure to the American people. We all have a need to know about every UAP vs. nuclear weapons incident – when, where, and, if known, why these events have occurred.
    • Dr. O’Connor’s goal and one he recommends Senator Tester support is achieving a worldwide ban of all nuclear weapons as directed by the United Nations’ Treaty of the Prohibition of Nuclear Weapons.

    Dr. Michael Masters, PhD, Butte, MT

    Senator Tester’s constituent, professor of biological anthropology at Montana Technological University, and author of Identified Flying Objects, The Extratempestrial Model, and Revelation: The Future Human Past.

    1. Dr. Masters supports each of the recommendations listed above without reservation.
    2. Dr. Masters recommends giving particular attention to the declassification of historic UAP/UFO cases previously investigated by the USAF Office of Special Investigations.
    3. In his books, Dr. Masters presents logic grounded in facts gleaned from evolutionary biology and astrophysics that present a compelling argument that some of the sentient beings behind UAP/UFOs may, in fact, be human time travelers hailing from our distant future.
      1. If this theory proves to be correct, it follows that our future human relatives would display a keen interest in our world’s present-day infatuation with nuclear weapons of mass destruction (as they clearly are) while doing all they are able to help prevent a cataclysmic nuclear war. This would explain why they are showing up in numbers at this critical time in human history – mankind’s age of nuclear weapons.
      1. If future humans are trying to alter a catastrophic worldline related to nuclear weapons then, so far, we are failing our future relatives.   

    James Lough, Esq.

    Attorney and author of The UFO Briefing Book written for and previously distributed to members of Congress.

    1. Mr. Lough notes that Senator Tester is assigned to the Senate Committee on Commerce, Science, and Transportation which is now an appropriate committee to receive classified UAP information. Mr. Lough recommends that Senator Tester avail himself of that privilege as UAP/UFO Disclosureunfolds.
    2. Mr. Lough recommends that Senator Tester speak confidentially but candidly with Director of NASA and fellow Democrat Bill (“we don’t know what UAP are”) Nelson.
    3. Mr. Lough recommends that Senator Tester give attention to the now categorized physical injuries that active-duty military personnel (and private US citizens) can incur through their too-close exposure to ET craft. He recommends that cautionary guidelines be set forth to prevent this happening. In this regard, Mr. Lough recommends that Senator Tester speak with USAF veteran John Burroughs and with Stanford professor Dr. Garry Nolan about this important and still inappropriately classified topic.
    4. Mr. Lough recommends that Senator Tester, as Chair of the Senate Veterans Affairs Committee, be aware of and emphasize the psychological trauma (“ontological shock”) imposed on military veterans who have experienced UAP/UFO encounters yet have been routinely forced to sign binding NDAs under threat of retaliation for noncompliance.

    Conclusion

    It is apparent that both NASA and AARO are cooperatively slow walking their way toward some yet undefined version of UAP/UFO Disclosurewhile deliberately ignoring 8 decades of important UFO/UAP history, data, and their orchestrated cover-up. We strongly believe the DoD already has data proving what UAP/UFOs are (Roswell, etc.), perhaps who they belong to, and perhaps even why those intelligent beings have been disabling our US nuclear weapons. This is a critical question of immense importance that we need to find a definitive answer to ASAP.

    The Executive Branch’s desire to gracefully exit from its sordid history of past UAP/UFO policies foisted upon its active-duty DoD and IC personnel, upon its military veterans, and upon American citizens while excluding Congress from decision making in these regards is both predictable and understandable. But it must not be allowed to continue. We do not and will not argue for retribution. However, given the immense destructive power of nuclear weapons and our world’s current political milieu, the continued suppression of critical information related to UAP/UFOs vs. nuclear weapons incidents being kept from Congress and American citizens is no longer appropriate. Day-by-day and minute-by-minute, the global nuclear weapons conundrum represents a truly existential threat to the continuity of our nation and to our global civilization as we know it. It is critical that a military mindset not be allowed to continue to have an exclusive prerogative concerning how our government will respond to these UAP/UFO vs. nuclear weapons interventions. The solution to our world’s nuclear weapons conundrum may lie waiting in the carefully considered context of these past UAP/UFO vs. nuclear weapons interventions.

    Our elected representatives in Congress must become politically willing to approach and assess the Executive Branch’s movements regarding UAP/UFO Disclosurewith their eyes wide-open. We do not want a repeat of Project Blue Book 2.0. Recent Congressional engagement with UAP/UFO Disclosure vis-à-vis S. Amdt.836 (The UAP Disclosure Act of 2023) is clearly helping to lend legitimacy to and accelerate the UAP/UFO Disclosure process. However, it is crucial that the transparent release to American citizens of all known facts and analyses concerning UAP/UFOs vs. nuclear weapons incidents become an immediate priority for Congress. In this way Congress can assist in transitioning these momentous historical events from their past status of derision and cover-up into a topic of much needed civil discourse and debate among properly informed American citizens. Given that several of these events occurred in Montana, Senator Tester can and should play a leading role in ensuring that authority over these matters transitions from the previous exclusivity “enjoyed” by the Executive Branch to one of a responsibility that is equally and transparently shared with the Legislative Branch of our government. Only in this way, through the time-honored system of mutual checks and balances that is foundational to our government, can insightful decisions be made. Montana voters will be grateful for any assistance Senator Tester can offer, both in word and in action, toward achieving these important policy goals.
